Using an inner class for a test case accomplishes at least two things.
Deployment can occur with out code bloat of test cases. (Just don't ship the .class files)
Namespace remains clean. Since the true class name is StringManipulator$Test
It has to be a public class, since the JUnit tests use reflection on the class.
